Bicycling Boom in Germany: A Revival Engineered by Public Policy is a paper from Transportation Quarterly by Rutgers University researcher John Pucher in which he documents a dramatic increase in bicycling in Germany and argues that public policy was responsible. I don't have (and haven't sought) permission to republish this, which is why it's here instead of on the main page.
Here are some of the documents that are sent to membership. They are converted from Word to HTML by a none-too-bright filter, so please consider content and ignore form. Everywhere there is a word enclosed in angle brackets Word is replacing the word with the contents of a database field when it prints (in a process called a "mail merge"). I've also included some PDF files for documents that aren't mail merges.
