Council Members Present:  Rex Loehe, Carol Weidel, Sal Calomino, Richard Linster, Susan Bauman-Duren, Diane Brusoe, Joe Brogan, Bob Shaw, Gay Davidson-Zielske, Jim Zychowicz, Margaret Bergamini, Teena Browder, Chris Jungbluth, Sgt. Dexheimer

I.               Meeting Called to Order 7:40 p.m.

II.             Introductions Around the Table

III.           Distribution and Approval of Minutes from January and March, 2003

a.     Motion by Margaret Bergamini to approve March Minutes as amended by Sal Calomino: {lobbying process before public hearings are made in advance of public hearings}

b.     Seconded by Susan Bauman-Duren

c.     Motion Carried on a Voice Vote

IV.           Budget:  Budget Report from Alf Meyer will be forthcoming next month.

V.             Blood Drive:  Diane Brusoe reported the Blood Drive between TLNA and Christ Presbyterian Church was a success.

a.     Motion to reimburse Diane Brusoe $6.36 for expenses associated with Blood Drive.

b.     Motion seconded by Joe Brogan

c.     Motion carried on a voice vote.

VI.           Confirm Zoning Change for Carl’s Paddlin from M1 to C3

a.     Coming before Planning Commission May 19th.

b.     Coming before City Council June 3rd.

VII.         Approval of Minutes from January 2003.

a.     Motion by Jim Zychowicz to approve January Minutes as amended: {addition of “Jim Zychowicz” to Council Members Present and the addition of a hyphen between Bauman-Duren}

b.     Seconded by Richard Linster

c.     Motion Carried on a Voice Vote

d.     Rex Loehe agreed to email council members the corrected version of the January minutes.

VIII.       Alder Report – Brenda Konkel

a.     No Report, Brenda Konkel was unable to attend meeting.

IX.          Sgt. Dexheimer

a.     Staffing affected by war, i.e. demonstrations.

b.     “Ride-Along” Program available to interested Council members.

c.     TLNA Police Update Overview (refer to handout for details).

                                                     i.         Neighborhood relatively quiet – mostly parking complaints

                                                      ii.         Summer Sublets: high school students (juvenile renters) renting sublets from college students and have unsupervised parties.

                                                        iii.         Parking – illegal parking in stalls during parties (particularly at intersections).  Currently ticket but don’t tow.  Spoke to Alder Konkel regarding experiment to turn these (intersection parking) into tow-away zones.  Propose trying this at one intersection with proper signage.

                                                        iv.         Noise on E. Johnson and E. Gorham Streets weakens social controls in that neighbors don’t talk to one another.

1.     Offered assistance to help slow/reduce traffic on these thoroughfares.

                                                      v.         Neighborhood Officers and Satellite Office (place where officers can fill out reports, email, etc.).  Just now getting response regarding space in area for this office.  Sherman/Gorham area preferred (refer to report overview of officer space needs for further details).

                                                        vi.         New house for sale at 848 E. Gorham Street.  Appears to be a Group Home.  Neighborhood not properly notified.

X.            Committee Reports

a.     Safe Community Coalition – Jim Zychowicz

                                                     i.         Bright colored flags to be obtained to cross street at Marsten and Sherman Avenue by Tenney Park.

b.     Housing – Jim Zychowicz

                                                     i.         Rezoning Draft Proposal and Map (see handouts).

c.     Newsletter – Bob Shaw

                                                     i.         Summer Soltice Park walk will be on agenda next month..

d.     Education – Joe Brogan

                                                     i.         School referenda June 3rd.  Joe will bring more information to the next meeting so the Council can decide whether or not to hold a public forum on this to answer questions.

                                                      ii.         The “biology issue” at East High has been resolved.

e.     Parks – Margaret Bergamini

                                                     i.         Next two weeks are busy for all environmental groups in Madison – volunteers needed for work-days (see handout regarding Annual Earth Day Celebration in Tenney Park)

XI.          New Business

a.     Teena Browder: “Recyclye and Reuse in a New Way”. .

                                                     i.         Will see if Kent Palmer will come and talk to the TLNA about it.

XII.        Membership – Richard Linster

a.     Collected 28 member dues totaling $119.00.

b.     Receipts for tonight’s Pancake Supper = 40 adults and 20 children
